Reality Contact
The property every other part of the corpus exists to protect

The Realis corpus is built on a single property. Most of what the standards do, what the diagnostics measure, and what restoration repairs comes back to this one thing. It has a name that sounds familiar and means something specific.
Reality contact is not awareness of facts. It is not intelligence. It is not expertise. It is not the volume of data a system collects. An institution can have all of those and still have lost it.
An institution possesses reality contact when reality can still correct it.
Knowing is often the easy part. Institutions frequently see the problem clearly. What fails most often is the path from seeing it to acting on it. But some systems lose the ability to perceive the contradiction at all, and correction fails before it can begin.
When something is wrong, the institution can register that it is wrong, locate where, and change course. When the correction depends on a fact the institution finds inconvenient, the fact still lands. When the evidence contradicts the official account, the evidence is what settles it. Reality contact is the standing capacity of the world to correct the institution's account of itself.
Where the Relationship Breaks
The relationship this property names can be severed in two different ways, and the two are independent of each other. Telling them apart is where the diagnosis begins, because the repair for one makes the other worse.
The first is orientation. An institution has to be able to locate itself: to register what is actually the case, including when what is actually the case is unwelcome. An institution that has lost this cannot perceive the contradiction. It is not refusing the correction. The correction never arrives as something it could refuse.
The second is correctability. An institution has to be able to act on what it has registered: to let evidence change a decision, reach someone with the authority to act, and alter what happens next. An institution that has lost this can see the problem in full detail and convert none of that seeing into a different outcome.
An institution can be accurately oriented and completely uncorrectable. It sees the thing, names the thing, files the thing, and does the same thing anyway.
Either capacity can fail while the other works normally. A captured regulator frequently reads its own situation with precision and still cannot act on the reading. A closed system can retain every mechanism for acting and lose the ability to register that anything needs acting on. Because each failure leaves the other capacity intact and visibly functioning, the institution keeps producing evidence that nothing is wrong.
The repairs pull in opposite directions, and the wrong one can cost more than doing nothing. An institution that cannot perceive gets worse under added enforcement, because enforcement acts on a picture the institution has no way to check. An institution that cannot act gets worse under added sensors and audits, because those produce more of exactly what it already has and cannot use.
The Illusion of Contact
The reason this property is hard to see is that its loss does not announce itself.
An institution can continue functioning long after reality has lost the ability to correct it. That is the dangerous part. Everything that is supposed to be working appears to be working, which is exactly why no one looks for the thing that isn't.
This is why competent, well-resourced institutions fail in ways that look impossible afterward. In the failures that draw the most attention afterward, the people inside were not fooled and the information was not missing. What had gone was narrower and harder to see: the institution could no longer act on what it knew. Knowledge arrived, registered, and changed nothing, because the route by which a true thing turns into a different decision had closed without anyone noticing.
Function is not evidence of contact. In the cases the corpus examines, by the time the failure was loud enough to force attention, the contact was long gone.
Why Everything Comes Back to This
Reality contact is the property underneath the rest of the corpus. The relationship it names is simple: reality must be able to enter the system, survive transmission, become authority, and alter action. Every other concept in the corpus describes a condition under which some stage of that relationship is preserved or lost.
Memory continuity preserves reality contact across time: a system that cannot retrieve why it decided what it decided cannot be corrected by its own record. Standards preserve reality contact across scale: they keep the work inspectable when direct observation no longer reaches. Correction capacity is reality contact in its most direct form, the ability of evidence to change a decision. Decision integrity depends on it because a decision is only admissible while the evidence behind it can still change it. Authority connects to it because authority detached from evidence is authority that reality can no longer reach. Drift is the slow severing of the pathway. Restoration is the work of repairing it.
Every layer is built to protect one property. When an institution loses reality contact, the downstream capacities degrade with it, because each depends on the same relationship underneath. Reality contact is the condition the rest of the corpus exists to protect.
The corpus approaches institutions in a specific order. First reality must be understood, then contact with it maintained. Decision integrity preserves the ability to act on what is known. Valid authority allows recognition to become binding action. Standards protect those conditions at scale. Implementation is the work of operating them in the world.
How Reality Contact Is Lost
The loss is rarely a single event. It is the accumulating result of small severances, each reasonable on its own.
A reporting line is shortened for efficiency, and a class of inconvenient signal stops arriving. A verification step is made dependent on the authority it was meant to check. Consequence is routed away from the people whose decisions produced it. Evidence becomes examinable only by the system being evaluated. None of these announces itself as a loss of reality contact. Each is defensible in the moment. Together they remove, one pathway at a time, the world's ability to correct the institution's account of itself.
The severances above accumulate without anyone intending them. They can also be manufactured on purpose, at industrial scale, by parties who profit from the loss. A Test
Reality contact is abstract until it is checked against a specific institution. Three questions establish whether the property is present. They are the entry assessment the corpus applies before any further evaluation, because a system that fails them will produce diagnoses that inherit the same blindness as the system being diagnosed.
Can external reality legitimately enter the system, or does the institution control which signals are allowed to reach a decision?
Can the evidence be examined independently of the system being evaluated, or does verification depend on the authority it is meant to test?
Does consequence have a path back into the institution, or does failure land somewhere other than on the decisions that produced it?
The first question reads orientation. The third reads correctability. The second reads the surface where the two meet, because verification that depends on the authority it tests fails in both directions at once.
Where the answers are yes, reality can still correct the institution, and the rest of the corpus applies. Where any answer is no, the property is degraded, and the degradation is the first finding, before anything downstream is assessed.
When the Answer Is No
A system that has lost reality contact does not regain it by trying harder inside the same structure. Replacing the decision-makers produces new decision-makers working under the same severed pathways. The repair is structural, and it begins with naming which of the two capacities failed. A finding that says only that reality contact is degraded has not yet said what to build, and building the wrong one is how institutions spend years getting worse at the specific thing they were trying to fix.

Karl Popper · The criterion
The property this page names has a prior owner in philosophy, and he built two literatures on it. Karl Popper's account of knowledge made error the engine: a claim earns its standing by being exposed to refutation, and knowledge grows where refutation is allowed to land. His account of politics applied the same test to institutions. The famous criterion asks not who should rule but whether the ruled can dismiss their rulers without bloodshed, and behind it sits his argument that the central problem of politics is designing institutions that keep even bad rulers from doing too much harm. A society is open, on this page's reading of him, to the degree that criticism can reach power and change it; his own account of openness is larger.
The kinship is close, and the grant is made in full: the conviction that a system's health is its openness to correction, argued for knowledge and for institutions both, is Popper's ground. The corpus enters at the anatomy. Where his argument establishes that institutions ought to be arranged so correction can reach power, the work here specifies the pathway a correction has to travel, entry, transmission, authority, action, and separates the two capacities whose independent failure this page describes. The question here is which of the two capacities failed, because the repair for one makes the other worse.
Norbert Wiener & Rudolf Kalman · The loop
The pathway itself was formalized in engineering. Norbert Wiener's cybernetics, built from wartime work on steering fire toward moving targets, made feedback the general mechanism of purposeful behavior: a system reads the difference between where it is and where it should be, and the difference travels back to change what the system does next. The account is built on messages. Control depends on communication, and information corrupted in transmission defeats the correction it was meant to enable. He spent the years after warning that societies are systems of this kind, understandable through the messages that move within them.
This page's four-stage relationship, reality entering, surviving transmission, becoming authority, altering action, is a loop of Wiener's kind, and the control theory that grew from cybernetics formalized the nearest engineering relatives of this page's two capacities. Observability and controllability, given their modern state-space form by Rudolf Kalman, ask whether a system's state can be read from its outputs and whether inputs can move that state. The corpus claims neither. Its object is the passage between them: evidence acquiring standing and authority inside a human decision system, where the signal moves through structure and interest instead of wire, and where the routing of consequence decides whether the difference ever changes what the system does. The instruments here are built for that passage, and for the question it opens: what keeps feedback consequential when its medium is authority.
Amartya Sen · The evidence
The property has field evidence at the scale of nations. Amartya Sen's study of famine produced a rule he states without exceptions he can find: no substantial famine has occurred in an independent and democratic country with a relatively free press. In this page's terms, his mechanism is the test enacted. A free press is external reality entering the system. Opposition and elections are consequence finding a path back to the decisions that produced it. Exposure to both makes ignoring an approaching famine politically expensive; the expense is his explanation for the rule. It has been argued with ever since he stated it, which is what a falsifiable claim about institutions is for.
Sen's corpus conditions outcomes on freedoms at the scale of the polity: what democratic accountability does to hunger, and why development is the expansion of what people can do and be.
